Some plumeria seeds have been known to germinate after 12 years. It is best to plant within a few months of being dispersed. The process of getting a plumeria seed to germinate is simple. Plumeria seeds lack true dormancy, they are ready to sprout. All they need is some moisture to get their biochemistry activated, and temperature warm enough to allow the chemistry of life to proceed. Soak the seeds in water with a few drops of peroxide for 24 hours. Place the seed in a well draining substrate like cactus soil with orchid bark and perlite or pumice. Keep the soil moist by alternating between top and bottom waterings. Requires temperature between 75-85 degrees to sprout. You will seed the seed emerge within 5-30 days, sometimes longer. The seed leaves will fall off after true leaves form. Plumeria do best in partial shade or full sun. Water whenever the soil is dry, they should not be sitting in moist substrate for more than 48 hours at a time. Best to start in individual containers to avoid transplant shock.
